Microsoft Teams offers Pay-as-you-go calling plans that are perfect for businesses of all sizes. They are available in the US and many other countries worldwide. The plans include features such as cloud calling, country availability, cost structure, per minute rates, setup guidelines and more.

The right option for an organization could be determined by the availability of Calling Plans in the area, the user locations having Calling Plan service, user needs for international calling, and if the Pay-As-You-Go Calling Plan is the most economical option for users not making significant outgoing calls.
All users in the same country/region sharing the same Calling Plan share a pool of minutes. All calls exceeding the package are billed per minute and pooling is only available on identical Calling Plans. The location is based on the user's license, not the billing address under the Organization Profile. The user's license should be in the country/region where they're assigned in Microsoft 365 for the Domestic and International Calling Plans, and outgoing calls are allowed based on the license purchased.
With the Pay-As-You-Go Calling Plan, unlimited incoming minutes are included but no outgoing minutes are included. All outgoing calls are charged based on the minutes used. It can be funded either with Communication Credits or post-usage billing (for new commerce experience calling subscriptions only). Pay-As-You-Go Calling Plan is not funded with a set number of outgoing minutes. Instead, some admins may need to make additional steps to fund their Pay-As-You-Go Calling Plan. It could be funded through the new commerce experience or by purchasing Communication Credits.
