Bulk moving of Dataverse Solutions from one environment to another can be conducted via manual or automated processes. This includes options such as manual import-export, Power Platform Pipelines, Azure DevOps Pipelines, GitHub workflows, or ALM Accelerator. However, these typically facilitate the movement of one solution at a time. In contrast, organizations often need to move solutions in bulk, which may arise due to different reasons.

Dataverse solutions can be moved from one environment to another by various manual or automated process, like manual export-import, Power Platform Pipelines, Azure DevOps Pipelines/GitHub workflows or ALM Accelerator. All of these methods move one solution at a time. But there can be scenarios when organizations want to move their solutions in bulk. This includes –
Uncontrolled growth of Solutions in Default environment before creating the environment strategy.
Move all the solutions from one tenant to another.
Change in environment strategy due to Organization restructure, so solutions need to be moved.
Need for a second set of Development environment with same unmanaged solutions.

Reasons include uncontrollable growth of Solutions in Default environment, moving all solutions from one tenant to another due to strategy or organization restructure, or the need for a second set of the Development environment. We can simplify this potentially tedious process by automating the bulk movement through two main methods:

Bulk moving of solutions is needed in many scenarios, such as uncontrolled growth of Solutions in Default environment before creating an environment strategy, moving all solutions from one tenant to another, changes in environment strategy due to organizational restructure, or needing a second set of Development environment with same unmanaged solutions. To automate the movement in bulk, two solutions are available: the Package Deployer Tool, and running Power Platform CLI commands to export and import solutions.
